The approximate 5,400 acres of land upon which the City of Maumelle is now located was acquired by Jess Odom operating as Maumelle Land Development (MLD) from the city of North Little Rock in the mid 1960's. MLD began the development of Maumelle New Town with approximately 4,900 acres of land and Maumelle Golf Course, Inc. developed what is now the Maumelle Country Club on the remaining acreage. Maumelle New Town was developed with the financial aid of the US Department of Housing and Urban Development under the Urban Growth and New Community Development Act of 1970. Maumelle New Town Water and Sewer Suburban Improvement District No. 306 was activated in 1970, and it encompassed roughly the eastern one-third of the Maumelle New Town Project for the limited purpose of providing water and sewer services.

With the aid of a one time assessment of approximately $2.1 million from Maumelle Golf Course, Inc. and MLD which were the only two owners, the District acquired grants from various federal agencies of approximately $8.5 million and constructed the basic water and sewer collection, treatment and distribution system. In 1975 Maumelle Suburban Improvement (MSID) District No. 500 was organized, encompassing almost all of the real property and which was formed for all lawful purposes authorized to be performed by a suburban improvement district under the law and MSID 306 was subsequently dissolved.

In 1985 the City of Maumelle was incorporated and subsequently, the District conveyed all of its assets which were not directly related to the performance of the water and sewer functions to the City of Maumelle. Since the donation of the non-utility related properties to the City of Maumelle, MSID 500, also know as Maumelle Water Management (MWM), a public owned utility, has limited its activities to providing modern, efficient and economically competitive water and sewer service to the City of Maumelle.

Since that time, MWM has made major expansions to the water treatment facility, located adjacent to the Maumelle Country Club and has grown to include more than 9,000 metered service connections, encompassing nearly 600,000 feet of water mains, two water storage tanks, 675 fire hydrants, 11 supply wells, and two booster pump station. The wastewater system includes more than 2,100 manholes, 30 sewer pumping stations and almost 500,000 feet of collections mains. Total assets of the system have grown to approximately 29 million dollars. With only minor exceptions, under a master development plan, all expansions of both the water distribution system and the wastewater collection system have been performed by property developers. Upon completion of each phase the ownership and responsibility of these expansions have been transferred to MWM.
