Suburban Improvement Districts are created by Arkansas law, which is specific as to the structure as it applies to authority, Board positions, and operations. Control of MSID 500, also known as Maumelle Water Management, is exercised by a three member Board of Commissioners who must be Maumelle property owners and receive no salary. The Commissioners' actions are subject to judicial review by the Circuit Court of the state of Arkansas. In addition, the Statutes contain regulatory provisions to exclude potential conflicts of interest and to assure that the interests of property owners are protected.
